I have this idea . . . see what you think . . . .
First, though, it's only right of me to lay some solid facts at the base of my idea to make it clear that this is fact-based, not conjecture of mythical tales that religious minds base unverified faith upon just to impress themselves and those gullible people they may encounter.
Yes, the original Hebrew Scripture does have its detractors with endless derision for its veracity based on their loathing of and for its impact on their self-centered egos. But, as one of innumerable individuals who've made every effort to disprove even one iota of this record for being false and finally having to acknowledge every bit of it is verifiable, I'm basing my idea upon the following recorded passages from this noble writ.
The recorder, Moses("Moshe' ") here, relays what The Deity reveals to the people He just rescued from oppression in Egypt about the verdant land He's sending them into to occupy and care for. As you see in this record, He states that following His rules of respect for their sustainable community will insure that this land will experience adequate rain at the proper times of sowing and after harvest - the former and latter rains.
"Therefore you shall love the LORD your God, and keep his charge, and his statutes, and his judgments, and his commandments, always.
Therefore shall you keep all the commandments which I command you this day, that you may be strong, and go in and possess the land, where you go to possess it;
And that you may prolong your days in the land, which the LORD swore to your fathers to give to them and to their seed, a land that flows with milk and honey.
For the land, where you go in to possess it, is not as the land of Egypt, from from where you came out, where you sowed your seed, and watered it with your foot, as a garden of herbs:
But the land, where you go to possess it, is a land of hills and valleys, and drinks water of the rain of heaven:
A land which the LORD your God cares for: the eyes of the LORD your God are always on it, from the beginning of the year even to the end of the year.
And it shall come to pass, if you shall listen diligently to my commandments which I command you this day, to love the LORD your God, and to serve him with all your heart and with all your soul,
That I will give you the rain of your land in his due season, the first rain and the latter rain, that you may gather in your corn, and your wine, and your oil.
And I will send grass in your fields for your cattle, that you may eat and be full.
Take heed to yourselves, that your heart be not deceived, and you turn aside, and serve other gods, and worship them;
And then the LORD's wrath be kindled against you, and he shut up the heaven, that there be no rain, and that the land yield not her fruit; and lest you perish quickly from off the good land which the LORD gives you.
However, should these people or their descendants fail to follow His sustainable community conduct and respect for His prudent conduct of life then the rains would cease and the land made a desolate wasteland that no man can be sustained in. He specifically focused this warning on the following of the religious practices carried on by the current residents of the land.
In my search for what caused the cessation of the rains in the Negev it was natural to study the religious practices of the people in the land before those who were called to occupy it arrived. Learning these practices and their harmful impact on the rainfall made it a simple matter to know the cause of the current barrenness of the Negev, and what will restore the abundant rainfall.

Above screen capture is zoomed in on this area near Avdat, Israel. Note the parallel lines arranged across the widening delta of the wadis. These slowed the flow of rain runoff from the barren hills. Barren because all the mountain top trees were gone, and the ensuing drought prevented nearly all vegetation survival.
The stratosphere above this area continues to carry high moisture content. Where the transpiration from mountain top forests rose into this super heated moisture to cool and condense it into falling precipitation in ancient days, now no transpiration exists.
The solution to restore abundant rain in season is simple in scope, yet complex to implement.

In the Hebrew records this area was once verdant with agriculture. Dense forests flourished on the hills. Those trees were similar to ones in the Amazon and other dense tropical regions which transpired copious amounts of moisture during the Spring and Fall periods. These periods coincide with the natural solar influences on the seas to produce evaporation that rises into the Stratosphere where the sun's heat is intense enough to form super-heated water particulate that rises still from the seas to the West..
Carried by the natural air current over the land to the East, this dense layer of water vapor is ready for condensation by rising cooler transpiration. The present lack of transpiration due to deforestation of the hills is only restored by replanting the hills with suitable trees. The ancient pagans tore the trees off for worship to useless fertility idols. When Creator informed the Israelites they dare not adopt the pagan spiritual deceptions, but follow His sustainable agriculture methods, they were too proud to compare the reason for His agriculture with the deadly unnatural method of the pagan residents.
This spiritual deception pervades in all pagan groups. Their ways go opposite the natural laws of Creation because they all deny Creator. Their claims always prove out to be opposite of the results.
The ancient axiom, that the fruit always proves out the claim remains the best measure of the intention of those promoting the claim. In destroying hill top forests to produce idols to supply abundant rain, rain that those trees once produced, those who turned away from the Creator of those trees, those hills and those laws of precipitation, caused their own death. And, death to the once verdant Garden the Negev was at first.
As Creator never changes, nor His natural law, restoring the hill top forests resumes the abundant precipitation.Isaiah 44, verse 14
14 He cuts down cedars and acquires a cypress or an oak. He gets trees from the forest; he plants a cedar and the rain makes it grow. 15 A man uses it to make a fire; he takes some of it and warms himself. Yes, he kindles a fire and bakes bread. Then he makes a god and worships it; he makes an idol and bows down to it. 16 Half of it he burns in the fire— over that half he eats meat; he roasts a meal and fills himself. Yes, he warms himself and says, ‘Ah! I am warm as I look at the fire.’ 17 With the rest of it he makes a god, his idol; he bows down to it and worships it. He prays to it, saying, ‘Rescue me, for you are my god.’ 18 They do not comprehend or understand, for their eyes are blind and cannot see; their minds do not discern. 19 No one thinks to himself, nor do they comprehend or understand and say to themselves: ‘I burned half of it in the fire— yes, I baked bread over the coals; I roasted meat and ate it. For the Lord protects Jacob; he reveals his splendor through Israel. 24 This is what the Lord, your protector, says, the one who formed you in the womb: “I am the Lord, who made everything, who alone stretched out the sky, who fashioned the earth all by myself, 25 who frustrates the omens of the seers and humiliates the omen readers, who overturns the counsel of the wise men and makes their advice seem foolish, 26 who fulfills the oracles of his prophetic servants and brings to pass the announcements of his messengers, who says about Jerusalem, ‘She will be inhabited,’ and about the towns of Judah, ‘They will be rebuilt, her ruins I will raise up,’
In Deuteronomy there is another reference to trees having vital health capacity for the people . . .Deuteronomy 20:19-20
"When you besiege a city a long time, to make war against it in order to capture it, you shall not destroy its trees by swinging an axe against them; for you may eat from them, and you shall not cut them down. For is the tree of the field a man, that it should be besieged by you?
Again in Deuteronomy this record defines a forbidden use of trees which had first to be cut down . . .Deuteronomy 16:21
"You shall not plant for yourself an Asherah of any kind of tree beside the altar of the LORD your God, which you shall make for yourself.
Prophet Ezekiel records a recipe for restoring rains to the Negev, disguised as a way that living, watered trees benefit people . . .

In present Northern Israel, the returning people discovered that occupying squatters removed all the trees and the entire land was dry and barren. In the hundred-odd years of their rebuilding and replanting trees these industrious people caused about one inch increase of rainfall each ten years. That alone reveals a key role trees play on precipitation. Following records by a NASA weather satellite monitoring atmospheric data over the Negev, a little research into Negev weather revealed that the Stratosphere carries abundant super-heated moisture. Tree transpiration rising into this water vapor induces condensation. One Landsat record for this region indicated jungle-like precipitation would occur if only a small amount of transpiration reached the saturated Stratosphere.
This reference illustrates how the squatters deforested and caused drought over the land . . .

For instance, prior to World War I, the Ottoman empire cleared Israel of its pine and oak trees in order to build railways!

The new immigrants embarked upon an extensive program of afforestation, and since 1900 almost 250 million sub-tropical trees have been planted in all regions of Israel, from the Golan and Galilee in the north to the Negev in the south, link, link. In their "Negev: The Challenge of a Desert," published in the original and second editions - 1971 and 1982, Michael Evenari, Leslie Shanan and Naptali Tadmor record their experiences during a resurrection of an ancient, abandoned wadi farm from some 4500 years back, likely during King Uzziah's 52 year reign. His success is largely attributed to the hands-on agronomy that he conducted as a means of supplying his defense armies who made their family homes in the South of the then far larger land area of ancient Israel. Even then the deforested hills had caused massive loss to the precipitation, and his continuing support of the pagan denuding of the forests to supply phony fertility idol practices further eroded this vital key to Israel's viability as a sovereign People.

His power and authority over the peoples of this realm help to explain to a certain extent the political situation in the reign of Judah's later kings, and probably also in 739, when Tiglathpileser III. conquered nineteen districts in northern Syria which had belonged to Uzziah (Azri-ia-u).Uzziah's strength became his weakness; for he attempted to usurp the power of the priesthood in burning incense in the Temple of Yhwh. While in the act he was smitten with leprosy; and he was subsequently forced to dwell in a leper's house until the day of his death (II Chron. xxvi. 21). While he was in this condition Jotham, his son, ruled in his stead. The total number of years, fifty-two, attributed to Uzziah's reign include the period from his accession to his death.

Encyclopedia Brittanica notes . . .During the period of Uzziah’s reign, the nation prospered, and desert areas were reclaimed by water conservation. Jerusalem’s walls were reconstructed, towers were added, and engines of war were mounted at strategic points. A large army was also maintained. The nation’s prosperity under Uzziah was considered to have been a result of the king’s fidelity to Yahweh.
